A Dozen Decisions That Could Transform Madhesh: Expectations from Chief Minister Saroj Yadav
With leadership likely to change soon, strategic actions today may shape the future roadmap for the next Chief Minister.
Even though Chief Minister Saroj Yadav may not have much time remaining in office, I still hope that he will take a dozen impactful and visionary decisions within this short period. Leadership may change, but the direction must remain long-term. The important decisions taken today will serve as guidance for the incoming Chief Minister, and I wish that Madhesh Province will present an example of stable, clear, and result-oriented governance.
These are the 12 key areas where Chief Minister Saroj Yadav can immediately take decisions to advance the prosperity of Madhesh Province—
1. Education system reform in collaboration with Education Minister Dr. Mahabir Pun – ‘Madhesh Education Reform Roadmap’
• Teaching quality evaluation system in public schools
• Expansion of skill-based education (IT, Agriculture, Health Care)
• Mandatory teacher evaluation and training
2. Restructuring of health services
• Declare provincial hospitals as ‘Specialized Care Centers’
• Establish 24/7 emergency units with surgical services in each district
• Digitize the medicine supply system
3. Agricultural modernization
• Declare three large agricultural cluster zones
• Introduce Farmer Card and Subsidy Tracking System
• Ensure transparency in fertilizer, seeds, and irrigation
4. Announcement of industrial corridors
• Birgunj–Kalaiya Industrial Corridor
• Simara–Dhanusha–Mahottari Light Manufacturing Zone
• One-Window Industry Clearance Board
5. Youth employment programs
• IT upskilling programs for 10,000 youths
• Local Startup Fund with a risk-sharing model
• Technical internships in provinces and the private sector

Conclusion
If the Chief Minister is able to practically implement even 6–7 of these 12 decisions, it is possible to bring long-term transformation to the governance, development, and administrative culture of Madhesh Province. These decisions will serve as a solid roadmap for the next Chief Minister as well.
